Wrong-answer digest

Declares the weekly wrong-answer digest standing: a deterministic schedule whose events the triage agent works.

• Purpose: Every Monday, sums the last completed ISO week's wrong-answer reports per agent and posts one digest event per agent to the triage inbox, where Hosting/Agent/triage comments or files that agent's ONE standing issue.
• Triggers: Weekly schedule — Monday 06:00 UTC, the last completed ISO week (Feedback/Digests)
• Runs on: every portal with the Feedback package (events forwarded to the control instance)
• Wired: yes

• Note: No model runs here: the digest is computed deterministically; each week's record is `Feedback/_Digests/{week}` and the thread that works it is triage's.
