Bug review
Declares Essentials/Agent/bug-review standing: the stronger model that reviews a fix worker's result against its brief (Essentials/BugTriage).
- Agent path: Essentials/Agent/bug-review
- Purpose: Checks a fix worker's result against the brief the scope round wrote — the diagnosed cause, the acceptance check, the scope — and records one verdict: accept, or redo with findings that go to the next stronger fixer.
- Triggers: The estate's Dispatch (Hosting/BugFix) when a fixer says its pull request is ready (bugPhase awaiting-merge with a pullRequest) — at the next pass, before any cooldown, Dispatch's supervisor when it stops an attempt early: files outside the brief's scope, the same failure two rounds running, a tool-call loop, a diff far beyond the brief, the pull request's own checks red on two heads, or the attempt's round budget spent, A review that finished a round without a verdict — asked once more, then the work is parked for a person

- Note: One review thread per attempt at Hosting/Triage/_Thread/{work thread}-review-{attempt} — a fresh context, always on a STRONGER model than the fixer — the table's reviewer when it is a served rung above the fixer, else the next served rung up; a model never reviews its own work, so the top rung's work goes to a person. Writes workReview (accept | redo) and workReviewFindings on the work's item and nothing else. accept → on to the steward's review and a person's merge; redo → the reviewer's own model takes the work over with the findings, and the next stronger model (from the top, a person) reviews that (workTrail keeps the trail).
