Standing Agent

The declaration that an agent is STANDING — woken by the platform (a webhook, a signed inbox event, a schedule) rather than by a person opening a chat. One record per standing agent, beside the agent in the package that owns it ({Package}/StandingAgents/{id}); the Standing Agents app (Essentials/StandingAgents) lists every record by query.
